In the recent years, Zhejiang Province has made some success in industry upgrading, but it still has a long way to go, the industries are still in the low level of the global value chain. And the main part of industry upgrading is to rase up the technical efficiency and product frontier. Based on this, this dissertation tries to propose and solve two questions:first, to evaluate the efficient level of industries in Zhejiang Province by the method of data envelopment analysis; second, analysis the relationship between endogenous variables of different industries and the transmission mechanisms of exogenous variables.The main conclusions are as follows:(1) There are crowding out effect technical change between industries. The raising of technical change may have negative externality to other industries in the product chain.(2) The technical change and technical efficiency in an industry may accelerate each other.(3) Different exogenous variables may have different effect on different industries base on the nature of different industries.(4) For Zhejiang Province, it is an easier way to benefit from the human resource spillover rather than technical spillover in an open-oriented economic envinement.
