Research On The Operations Management Policy To The General Land Use Planning For Beijing City

Land resource is the carrier of human production and life, as well as an important resource for sustainable development of human society. Strengthening the rational utilization of land resources is to protect an important prerequisite for sustainable human development and general land use planning is a form of expression to the rational use of land resources. Management planning and implementation is one of the core content of the management of general land use planning. This work not only involves all aspects of land management, but also extends to social and economic fields. For Beijing, the country's political and cultural center, the establishment of land-use planning and implementation of management is more typical. To maximize macro guide and regulation effects of general land use planning on land resources allocation, coordinate activities of the various land use interests, and promote further development of the national general land use planning. This paper analyzes the status of implementation and management of domestic and international planning on the basis of literature analysis and comprehensive analysis, the overall planning of Beijing, the implementation and management of land use policies related to the content of the system. From national and regional general plans for land use practice, despite some differences, there are some similarities in the planning and implementation management system from legal, administrative, economic, social, technological and other means. In China, the main issues of the general land use planning primarily lie in the weakness of legal foundation, lagging behind the use of market instruments and administrative measures, inadequate, technical support defects and low social participation. After considerable analysis of general land use planning and operation manage from longitudinal perspective, it has been found that the preparation and implementation of management plans are not compatible. The establishment of compilation laws is more robust, but to some extent, the implementation's lacking of appropriate legal protection has weaken the authority of the operation of the plans. The instability of the planning operation led a shock to the significance of the plans'compilation, so the operation management for planning need to be strengthened.According to the analysis of the compilation and operation of general plans for land use in Beijing, some foundations and principles for the new planning operation management system have been established. The foundations contain theoretical foundation, economic foundation and social foundation. Under the premise of strengthening the new planning operation management system's functional orientation and from the basic innovation and sub-functions point, the new system has been established. This describes a comprehensive planning and implementation of scientific management system, and has important reference value for the establishment of planning operation management system in Beijing.
