Land is the cornerstone of economic activity, and the type of which directly determines the change of land use. In the process of economic growth, industrialization and acceleration of urbanization, a significant feature of the land use is the rapid reduction of cultivated land and quick increase of construction land. For the reform and opening up, China's sustained rapid economic growth in 30 years has greatly improved the total economy, which is a traditional non-sustained development model, and extensive growth mode, resulting in high consumption of land resources, Low output, a huge waste. Therefore, in order to formulate rational land use policy, control the excessive growth of construction land and improve the efficiency of land use, we have to study the relationship between the land use and the economic development. What's more, considering of the huge differences of natural endowments, economic development level between the north and south, it is necessary to formulate differentiated land policy according to actual condition of each area.Currently, there much research on the relationships between land-use and economic development, but the existing results are mostly limited to a particular aspect of the relationships between them, also capital, employment and other factors are rarely considered in the current study, lacking a comprehensive and integrated result.This paper will Consider land use and economic development in a frame, using economics, Economic Geography, Land Planning Theory and other related disciplines of knowledge and methods to analyze the relationships between land use and economic development systematically. Firstly, view from the terms of the total, this paper analyzes the relationships between economic growth and land which is for construction purposes, then uses the movement of economic center of gravity of gravity and construction center of gravity of gravity, and their correlation to study the relationships between the change of land of constructional and economic growth from the perspective of spatial layout. After that, in order to carry on quantitative analysis about the spatial and temporal difference of relations between land use change and economic development, this paper uses OLS model according to Douglas production function to evaluate fixed capital investment elasticity of the secondary and tertiary industry output, employment elasticity of the secondary and tertiary industry output and land which is for construction purposes elasticity of the secondary and tertiary industry output from the two dimensions of time and space, and based on the results of elasticity, we calculated marginal products of all the three factors of production In the last, this paper also studied relationships between economic growth and cultivated land change, which is conducted mainly by concerning regional differences.Through this paper, the following conclusions are obtained.(1) China's economic center of gravity is located in the Territory of Linquan County of Anhui Province, that is moving to the east and north; construction center of gravity is around the center of Henan Province, which is moving to the southeast.(2) The elastic coefficient of secondary and tertiary industry output for the expansion of construction land is 0.0987, the marginal product of capital has remained at a low level, almost no growth over the past decade, and in 2007 and 2008, which had been decline.(3) The elastic coefficient of secondary and tertiary industry output for the expansion of construction land is gradually reduced, while the output of unit of construction land increases.(4) There is significant regional differences the output elasticity of production factors, which means that the mode of economic growth in all regions are significant different, and also means that the economic growth depends on a variety of different levels of factors of production.
