Study On Evaluation Of Comprehensive Production Capacity Of Agricultural And Improving Countermeasures In Hebei Province

It has become a consensus to improve the agricultural comprehensive production capacity among the developing affairs of all the countries. Therefore, it has an important theoretical significance to research the agricultural comprehensive production capacity, build scientific index system and scientifically and accurately evaluate on the development of the comprehensive agricultural production capacity. Hebei Province is a large agricultural province, so it has a very important significance to settle China's overall agricultural issues and enhance agricultural production and the overall national strength to research the agricultural production capacity in Hebei Province. The study may have certain innovation on the index weight determination and evaluation methods. The study made the research on the following points:1. The study sorted out related concepts and the domestic and abroad research on the agricultural production capacity and analyzed the status of agricultural comprehensive production capacity in Hebei province. It can provide theoretical basis and practical basis for building index system of the agricultural comprehensive production capacity.2. According to the comprehensive, representative and operational principles and the research results of domestic experts and scholars, combined with status of agricultural development in Hebei Province and the statistical information of "Statistical Yearbook of Hebei Province" and "Economic Yearbook of Hebei Province" which can be acquired, from five aspects of inputs scale, output scale, elements output efficiency, production ability against disasters, modernization management level, the research constructed evaluation index system which was consisted of eighteen indicators of three level.3. After using the variation coefficient method to determine the weight of each index, the study made empirical evaluation on the overall situation of agricultural comprehensive production capacity in Hebei Province in 1990-2009.The results showed that: since the 90 years of 20th century, the level of agricultural production capacity in Hebei province took on an upward trend clearly. It was divided into four growth stages briefly. The first phase was the period of 1990-1992, the comprehensive agricultural production capacity growth was slow. The second stage was the period of 1993-1998, the agricultural production capacity in Hebei Province growth was rapid. The third stage was the slow growth period of 1999-2005. The fourth stage was from 2006 to date, the comprehensive agricultural production capacity in Hebei Province not only failed to improve, but it showed decline trend to some extent on the contrary. Using composite index, TOPSIS analysis and factor analysis methods, the study made empirical evaluation on the status of the comprehensive agricultural production capacity of each city in Hebei Province in 2009. From the results, we can see that the level of agricultural production capacity in Hebei Province in general and it needed to be improved. And it showed the imbalance between cities and the gap was large. According to the clustering analysis results, we divided the agricultural comprehensive production capacity of the 11 cities of Hebei Province into four categories. The comprehensive agricultural production capacity of the first grade was the strongest, including Shijiazhuang, Tangshan. The agricultural production capacity was the second stronger, including Cangzhou, Handan and Baoding. The comprehensive agricultural production capacity of the third grade was on general level, including the Xingtai, Hengshui and Langfang. The agricultural production capacity of the fourth grade was weak, including Qinhuangdao, Zhangjiakou and Chengde in the northern part of Hebei.4. Combined with the evaluation results, empirical status and the factors of comprehensive agricultural production capacity in Hebei Province, the research proposed countermeasures in a targeted manner to further promote the agricultural comprehensive production capacity in Hebei Province.
