Innovation is one major driving force of the national economic development, a key factor that determines its international competitiveness, and a crucial element for the sustainable development in all areas of its society and economy. As the main body of the market economy, enterprises should improve the ability of technological innovation, which is important for China's economic development. Under the increasingly fierce competition, China's economic development also faces pressures from both economy transformation and energy saving. In this situation, the lack of science and technology content in manufacturing and management has become an unavoidable weakness for enterprises and an obstacle for the economic development.Government procurement can reduce the systematic risk of innovation through the government needs, and can encourage enterprises to fully utilize the limited resources to attempt innovation. By this way, innovation can become corporate culture in theirfurture developments, which could avoid their weakness in withstanding risks, enhance the enthusiasm and activity, and build the core competitiveness of China's future economy.This paper focuses on the relationship between government procurement and business innovation. The whole study can be divided into three parts:theory analysis, empirical study and conclusions.In theory analysis, besides making summary of existing research on government procurement, innovation performance, evaluation of government performance and related areas, this paper further points out insufficiencies in the existing research as well as raise corresponding conceptual model and research hypotheses considering the current situation of the government procurement in our country.In Empirical research includes two parts. The first one is analysis on present situation. From 2009 to 2010, the author has made surveys on more than 400 staffs who responsible for government procurement in enterprises of Shanghai, Zhejiang and Jiangsu, and collected data and evaluated their satisfactory level about the effect of government procurement to the innovation driving through AHP. The second part is objective evaluation. Using the data of 2007 National Business Innovation research and comparing government procurement and several other important public policies to promote innovation, the author has analyzed the relationship of government procurement and several other important public policies to promote innovationTo conclude, this Research has been carried out in three stages, the first stage concentrates on interview research and literature review in order to understand the current status of government procurement for innovation as well as verify the initial thought of this paper. The second stage focuses on questionnaire surveys among enterprises with certain innovation capabilities. The third stage is the data research and analysis, including getting final results of the survey data and using statistics data of innovation to conduct quantitative compare of four public policies.In the Conclusions part, this paper makes interpretation of the conclusions, and puts forward recommendations for corresponding measures, while provide several suggestions on how China's government procurement can better serve enterprises innovation.
