The Social Security Study Of Ordos's Land-lost Peasants

Urbanization is socio-economic development process of farmers to be transformed into urban residents and employment to be non-ruralization. In this process, agricultural population gradually shifts toward cities and rural labor force toward non-agricultural industries. Urbanization development inevitably brings in extensive expansion of town land. A great deal of farmland is taken over which not only changes traditional mode of production and equity structure, but also makes a new social group-Land-losing peasants. It has already become a top priority of social stability whether we can solve the problems of land-losing peasants'employment and social security, making farmers to be transformed into urban residents and employment to be non-ruralization simultaneously come true, making the space shifting of agricultural population to cities and industrial transfer of peasants employment in cities, which trually lets them benefit from the process of urbanization and participate in the city life.In recent years, urbanization speed is very quick in Ordos, which makes a lot of land-losing farmers. Ordos government concentrates on the land-losing peasant problem for a long time. The government energetically explore the new land-losing peasant insurance system and has already made some progress in the security coverage and spplemental scurity, however, because Ordos still doesnot have a whole city policy about the land-losing peasants'social security, plus the imbalance of economic development in Ordos, the city cannot lay down a unified standard. Therefore it is necessary to further strengthen the policy uniformity of social security.Taking the urbanization process of thirty years of reform and opening-up as the study background, this thesis starts with the status quo of land-losing peasants, combined with the actual situation of Ordos economic development, analysing the urbanization process of Ordos and land-losing peasants. Then the thesis researches the ordinary life, endowment insurance medical insurance, job employment of land-losing peasants from the giving side and accepting side, conducts a survey about the peasants life status and social security, discusses and analyses the peasants behaviour and psychology after they lose land. Finally the thesis summarizes the experience, finds out the problems, and puts forward how to establish an effective social security system.
