The Impact Of Transgene Seed On China Food Security In The Perspective Of Political Economics

The grain problem is not only a hot issue currently, but also one of all government's important research subjects. Food security is a political question, relates mainly to national security and social stability, and a very essential economic problem. It plays the same powerful role as national strategy security, economic security, military security, and information security.In grain production, seeds are also the most important source and carrier of agricultural science and technology. As the core of modern biological technology application, breeding become one of the main field by genetic engineering technology. In food security, the influence of GM (i.e. Genetically Modified) seeds for China is a comprehensive issue involving food security, intellectual property, and social economic environment effect, seed industry, agriculture biotechnology industry developments and so on. The key to seeds industry development and food security and income growth of peasants lies in how to construct the new seed industry system in the new era, and which is the urgent requirement of agricultural modernization, and also which is "one change makes all change" in the national economy.In the perspective of GM seed, GM seed strategy and food security,this article apply and analyze the influence of GM seed to grain security for China by political economics theory, which based on the result of Nielsen online and w.'s (2000a) GTAP model, and also conducts the empirical analysis by its various data. Only technically, by increasing per unit area yield helps to produce better crops is feasible in theory, but transgenic technology limits improving output of grain, even in the circumstances to obtain stable grain outputs, surplus profit is offset probably, be attributable to rise of price of seed, fertilizer and pesticide. Conclusively, we believe that, with the increase of population and the rapid development of economy and society, the contradiction between the supply and requirement of food is becoming aculeate increasingly. Food security is a systems engineering, and food shortage has become the important factor to restrict the sustainable development of society and economy. Moreover, Food security is affected by various agents readily, there are, however, a great many problems in china's food security, and must attach great importance to food safety problems. How to regulate and promote the rapid development, and to progress the international competition capability of the seed industry of china is the important problem resolved as soon as possible, and that are rightly the base of this paper.There are five chapters in this paper and the main contents are as following: chapter one the introduction, This section includes the background and significance of topic, literature review, the problem, related concepts, objectives and methods, and the paper structure arrangements. Then, the second chapter food safety and GM seed, this chapter analyzes mainly the relations between grain safety, food security and GM seed, this presents a new study base and logic for the following discussion. Furthermore, the third chapter the strategy of the industry of GM seed and china food safety, this chapter analyzes GM seed and its influence upon China food safety in the perspective of strategic. In addition, the fourth chapter by GTAP model to estimate the impact of GMO (i.e. genetically modified organism) on agriculture economic, the article comprehensively applies the result of Nielsen online and Anderson's (2000a) GTAP model, fatherly studies transfer technology have what impacts on production, trade and welfare, and the impacts degree on them. What's more, on the bases of the studies, research into the economic welfare effect brought the development of seed industry in perspective of the government and the enterprise respectively in use of political economics theory. The final part is the fifth chapter, the report explores strategy of GM seed'influence to China food security, and suggest how to safeguard the security of national grain reserve, as the conclusion of this article.On the bases of the exist results at home and abroad, this paper attempt to make new exploration, and its contents involve primarily the following aspects:(1) At the present time, there is less research focusing on seed industry domestically, only are there some studies on GM seed to be analyzed incompletely. But a little number of studies analyzes the influence of GM seed to food security as a whole system in the perspective of political economics. This thesis, as the history of china's seed industry development path and foreign experience for reference, accurately grasps the development under the historical process of systematic, comprehensive and in-depth research. This paper makes a comprehensive and in-depth research of the China seed industry from such aspects as marketization and internationalization, on the bases of accurate grasp of the historical development of China seed industry.(2)Seed industry, as an important part of agriculture, can accelerate the development of agriculture and the rural economy and increase the incomes of farmers. Moreover, the fourth technological revolution is characterized biological technology. Whether Chinese seed market would have major impact, and china seed industry have advantages and international competitiveness, which is a problem that haunts all of us. This article utilizes the result of GTAP model comprehensively. Besides, furtherly studies GM seed have what impacts on china seed industry, and on this base, explores the development direction of China food security in the perspective of the political economy theory respectively. Furthermore, it aims to provide the scientific basis for decision-making, So as to enhance the competitiveness of China's seed industry, to promote sustainable development, to provide a scientific basis for decision making.(3) The domestic and foreign agricultural development proved political and economic impact on china of GM seed should not be underestimated, especially under the macroscopic condition of the economic globalization and agricultural internationalization.
