The Quality Control And Empirical Study For Domestic Appointed Measure And Audit Institute

With the joint and unification of international standards and laws, China National Accreditation Service for Conformity Assessment (CNAS) starts to reappoint measure and audit institute. The appointed measure and audit institutes got off to rapid development.Through studying the management requirement of certificate institute to the appointed measure and audit institute and the problems happened in the field of measure and audit activity recently, the author considered that there exists four main problems in the course of quality control of the appointed measure and audit institute, one is the imperfection of quality management system, the second is insufficient of factors control in the course of run phase, the third is the low level of humanware, the fourth is the insufficient of inspection ability.In this paper, the author studied the theories of quality control, laboratory management, statistical treatment and the other standards, management procedure, on the base of other people' theory, combined the working experience, analyzed the reason, pointed out three suggestions:one is the institute should install the quality management system, divide station, definite duty, establish program files, guide book and technical records, the second is the institute should operate factor control, including personnel, sampling, definite of reference value, review of contracts, operation of measure and audit activity, reports of measure and audit activity, the third is the institute should adopt essential means to control the factors related to the inspection course, assurance the quality, and through control chart to control inspection course.
