Study On The Evolution Of China's "Opening Up" Strategy And The New Opening Theory

Since the opening up thirty years ago, China has achieved great success in the economic construction and has blended into globalization. In retrospect, China has continued its opening up with the step of globalization. Therefore, China has taken several gradual steps to fulfill its goal of openness, including "export-oriented economy" and "open-economy". However, in faced with the change of policy and environment at home and abroad, China shouldn't adhere to the old opening up strategy any longer. Instead, it should be updated to be more reasonable, harmonious and peaceful. A new opening up strategy which is called "open-economy system strategy" has been presented in 2007. It incorporates the attitude, extent and measures for China to integrate into the global economy.In this paper, positive/normative analysis, qualitative/quantitative analysis and comparative analysis are taken on the basis of the theories of open economy and systemism. It reviews the evolution of China's opening up strategies, and the differences and relations of them. It also calculates the positive and negative effects of China's opening practice. After that, it focuses on the study of new opening theory which is "open-economy system strategy", including the discussion of its concept, structure and how to enhance the strategy. It shows that the new opening theory is an updated opening strategy which is more systematic and synthetical. Finally, the marine economy is taken as example of open-economy system, and the measures of building a "open marine economy system" have been presented.The innovation of this paper lies on its review of the opening up strategies. By summing up a comprehensive overview., it has been proved in this paper that the new opening theory is the most advanced and appropriate strategy currently. What's more, this paper has cleared up some errors and clouded facts in existent research regarding the effects of opening up. And it also presents the exoteric characteristic of ocean economy from the perspectives of space, resources, and technology.In conclusion, it really makes sense to review and reflect the progress of China's opening up. This paper helps to develop a better view of how to open up further in practice, especially in ocean economy. In theory, it digs into the evolution of China's opening up strategies and contributes to the system info of opening economy.
