The establishment of non-commercial forest(hereinafter referred to NCF) is a significant measurement to evaluate environmental protection, as a new institutional arrangements it affect the vital interests of famers who participate in the construction, and the economic and socio impacts of the NCF have stimulated much interest of numerous scholars. Based on the data collected by the sample survey on the rural households of Lin'an and Suichang County in Zhejiang province, this paper analyses the economic and social impact of NCF on forest farmers.Based on the data collected by the sample survey on rural households, this paper analyses the impact of public welfare forest on forest farmers'income and employment, by panel data model. Dependent variables include three types of per capita income: income from forestry, off-farm employment income and total income and labor time. It indicates the establishment of NCF has negative impact on farmers'income from forestry and agriculture, but no significant impact on the off-farm employment income, total income and the employment. To sustainable public welfare forest management, we should improve compensation mechanism and provide more off-farm employment opportunities.With regard as socio impact, the analysis by Likert-type scale and factor analysis indicate that the establishment of NCF have positive impact on the rural area,which constituted by four components including social civilization,social progress,the living standard and the quality of life.The mean of assessment score is 3.13,so that the positive is not significant.Four policy proposals are given.
