Research On Driving Factors And Pollution Abatement Of SO₂Emission Of China’s Industrial Sector

In the rapid economic development today, China has made remarkable achievements but paid a huge environmental cost. Especially, technical level, industrial structure characteristics and the pattern of economic development need further promote and transform. Industrial production growth is largely depend on consuming excessive amounts of natural resources which make pollution increasing and environmental negative externalities growing in the industrialization process. The extensive industrial development has break sustainable development principle causing the imbalance between the industrial development and environmental quality. Therefore, facing the huge environmental problems and pollution emission reduction pressure, it is a huge challenge to find driving factors and abatement measures of pollution emissions in current stage.Based on summarizing the existing literature, we analyze the driving factors and abatement of pollution emission in theoretically. Next utilizing SDA method, we decompose the driving factors including technological progress, structure of input-output, consumption, investment, export and import based on environment input-output model. Then we measure the correlation coefficient and analyze driving factors’degree and direction from two aspects of time dimension and industry classification. Further, through decoupling theory, we study the abatement of SO2emission and put forward the abatement measures using Tapio decoupling index of every driving factor.In this paper, main conclusions as follows:(1) Technological progress is the most important power to reduce industrial SO2emission., and import substitution effect is weaker tan technological progress. The contribution of input-output structure change from promotion to inhibition gradually. The expand of consumption, investment and export effects are important force to promote the SO2emission. At the same time, their promotion degree are differ on deferent industries in deferent times.(2) Pollution abatement measures of China’s industrial SO2emission contain that firstly, we should encourage the development of woven clothing hat products industry, transportation equipment manufacturing industry, and restrict some industry development on consumption, investment and trade; secondly, continue to promote technological progress, especially non-metallic mineral products industry and electricity, heat, gas and water supply industry; thirdly, it’s a necessary mean to change decoupling effect from weak to strong by adjusting industrial structure; fourthly, put the consumers oriented environment policy into the system environment policy of our country; fifthly, adjust industry investment direction from investment resource intensive industries to technology knowledge intensive industry; sixthly, perfect export tax rebate policy and reduce the high pollution and high energy consumption product to export.
