Countermeasure Of Developing Ecological Civilization Of Transportation In Changbai Mountain Area

Changbai Mountain is one of the best natural ecosystems whether in China or inthe world. Changbai Mountain Nature Reserve is one of the “Man and Biosphere”protected areas, and the environment is very sensitive. In recent years, with thedevelopment of tourism, the transportation infrastructure construction has arrived at arapid developmental period. Report of18th National Congress of the Communist Partyof China took the ecological civilization as national strategy. Thereafter, ChuantangYang, who is the lead of Ministry of Transport, issued the viewpoint that thedevelopment of green transportation is the basic requirement of ecological civilization,and also will be beneficial to realize the Chinese dream.The aim of this dissertation will contribute to build the theoretical basement ofecological civilization of transportation in Changbai Mountain, and will provide thenew conception for the policy making officers and related engineers, and also give themanagemental advices and policy guild to promote the advancing of ecologicalcivilization. The main results of this study are following:1. Explore the theoretical frame of ecological civilization of transportation.(1) Analysethe significance of ecological civilization to ecological highway from four aspects,which comprise ecological highway construction is the nessecarry tendency oftransportation development, is the important method to change the mode ofmanufacture, is the essential step to tackle the shortage of resource and is theeffective way to spread the conception of protecting environment;(2)describe theessence of ecological civilization based on the four characteristics of ecologicalhighway, which are composed of the function of transport, ecological service,economical social service and landscape aesthetics;(3) provide the concept ofecological highway, and provide the important realize methods from the view ofecological highway, which include following: highway network planning, design forcomprehensive;2. summarize the successful experience of ecological highway construction inChangbai Mountain.(1) implement the conception of “green transportation” duringhighway all stages;(2) protect the natural environment during design stages(routeselecting, design roadbed, design bridge, landscape design, wildlife crossingstructures).(3) strict management and careful construction to least disturb the natural environment.3. analyse the problems to develop the ecological civilization of transportation inChangbai Mountain area.(1) the awareness of public to protect the environment isbad;(2) shortage of fund;(3) incomplete managemental mechanism and law oftransportation environemtnal protection;(4) lack basic study;(5) cooperative modeof multi-subjects experts has not formed.4. provide the countermeasure of strengthening ecological civilization of transportationin Changbai Mountain.(1) impress the conception of ecological highway;(2)improve the investment to ecological protection;(3) attach importance on thescientific research;(4) perfect the construction of management mechanism;(5) buildthe cooperative mode of multi-subjects experts;(6) better protect the natural andsocial environment;(7) absorb the superior experiences of construction of ecologicalhighway in western countries.
