China has been the biggest producer of cement in recent decades, but there still exists a certain distance when compared with some developed countries at the technological level of cement industry. Cement production has caused large energy consumption and unwanted wastes which have resulted in serious environmental pollution. Thus the eco-efficiency of the cement industry is studied in this paper to change the current status of the industry, improve the eco-efficiency of China’s cement industry and provide a theoretical guidance for the development and management of it.This paper firstly summarizes and reviews the relevant literature in China and abroad, and then offers a detailed description of the eco-efficiency, the current status of the cement industry, as well as steps to improve the eco-efficiency of cement industry. On the basis of domestic and international relevant research experience, the methodology of data envelopment analysis (DEA) is selected to evaluate the eco-efficiency status of China’s cement industry in recent years. Specific research contents completed as follows:(1) The progress and shortcomings of previous studies on eco-efficiency are summarized. Then, according to the method to construct an eco-efficiency evaluation system and combined with the characteristics of the cement industry, proper eco-efficiency evaluation indicators are selected to build the eco-efficiency evaluation system of the cement industry.(2) In terms of the analysis on current methods of eco-efficiency evaluation, data envelopment analysis (DEA) is chosen to calculate and analyze the eco-efficiency of China’s cement industry from2000to2008. To guarantee the accuracy of the results and for the convenience of comparative analysis, a super-efficiency analysis is conducted to further study the eco-efficiency of the cement industry, thus obtaining the exact value of the eco-efficiency of China’s cement industry.(3) Combining the variation of the individual evaluation indicator of the cement industry, we compare the eco-efficiency of the cement industry from2000to2008to conduct a comprehensive evaluation analysis on the results, so as to discuss the patterns and causes of the variations in the eco-efficiency of cement industry. The results show that the eco-efficiency in China’s cement industry first declines and then rises from2004to2008, and reaches its lowest eco-efficiency in2004before beginning to rise up annually. The eco-efficiency is greatly influenced by technology, policy and cement output. (4) Aiming at the problems existing in the cement industry and take the current development situation of the cement industry into consideration, we propose some suggestions and measures to enhance the eco-efficiency of the cement industry from three aspects, including the strengthening of environment protection, the production technology innovation and the optimization of organization management.This paper applies eco-efficiency theory and DEA methods to comprehensively analyze and evaluate the eco-efficiency of the cement industry. The results can provide an analytical method and theoretical support for the sustainable development of the cement industry.
