The paper prepares a PU grouts using in coal mine by modifying PU, and a PF filler material by modifying PF resin.The systematic study was conducted on compressive strength, flame retardant, system viscosity and maximum temperature of the PU grouts. The results showed that a low viscosity strengthening material with compressive strength of40.9MPa can be prepared by polyether polyol YD-4450; the maximum compressive strength50.7MPa can be reached when isocyanate index was1.1; the synergetic combination of TCEP and antimony trioxide had a better flame retardant effect than the individual use of TCEP or antimony trioxide; when the proportioning TCEP and antimony trioxide was3:1(total amount of10%), the comprehensive properties of flame retardant effect and compressive strength was best; modifier can effectively decrease the maximum temperature of the system,which dropped to128℃with amount of2%modifier.The systematic study was conducted on apparent density, compressive strength, oxygen index, and curing time of the PF filler material. The results showed that the optimum amount of curing agent was12%-16%, and the curing time shorten as the amount of curing agent increased; since the continuously increased amount of foaming agent lowered the apparent density and compressive strength of filler material, the optimum amount of foaming agent was5%-6%; the inorganic filler can improve the oxygen index of the filler material, but can affect the compressive strength, and its optimum amount was3%-6%.
