On The Establishment Of The Environmental Interrogation System Of China During Investment Process

It is necessary to guide the system-related of environmental issues in investment processbecause the environmental problem is getting worse by Investment projects.Object of this paper is the establishment of environmental inquiry on investment systemof China. The article is divided into three parts, the first part mainly discusses the necessity ofthe establishment of environmental inquiry on investment system, from the historical trend ofenvironmental protection and development trends, the relations between economicdevelopment and environmental protection, environmental barriers impact on China’seconomic development and domestic and foreign environmental laws and regulations ofenvironmental protection by the way of mainly theorey with practice. Sustainabledevelopment and the environmental movement induced the birth of the concept of greenconsumption, the disadvantages of the traditional mode of economic growth induced thelow-carbon economy and clean production, the new green trade barriers and the transfer ofpolluting industries required to consider the environment factors during investment. Domesticand foreign environmental laws and regulations promote to pay attention to environment.The second part discusses the feasibility of the establishment of environmental inquiryon investment system of China,from the legal aspects and social aspects. Taking China’senviromental laws as the keystone,it is detaily discussed though the central environmentalpolicy of China from the following three aspects: material basis, ideological foundation andsocial practice. Establishment of any legal system must have sufficient legal basis, there is noexception to the interrogation system in investment projects. Environment protection legalsystem governed by environment law provides adequate legal basis for interrogation system ofenvironment projects. Powerful economcal support, mature ideological system and rich socialpractice provide solid social foundation for interrogation system of environment projects.The third part of paper is the establishmeng of the system. At the same time, the subjectof environmental inquiry system, the scope of environmental inquiry, the operationmode and the voting procedures will be discussed.The conclusion of the article will be summarized and concluded in the cocclusion part.Countruction of interrogation system that adapt to the situation of our country in investmentprojects is conducive to the transformation of the style of our economic increase and willefficiently accelerate the the adjustment and upgrade of industrial structure and graduallyimprove China’s environmental standards and to maintain the domestic environment andhealth of the people’s lives.
