Electricity is the basis for national economic development. With therapid growth of China’s economy, the continuous development of thethermal power industry is driven by a substantial increase in powerconsumption. But beside the rapid development of the thermal powerindustry,"Three wastes",which have increased dramatically in emissions,have caused the environmental pollution more and more seriously. As tothe growing number of environmental disputes, to strengthen theenvironmental supervision of thermal power industry is an extremelyurgent.In recent years, due to the yearly increase in emissions of air pollutants,the acid rain, haze is characterized by heavy pollution increases rapidly.And then continue to expand with the pollution level continue to increasewhich caused serious damage to people’s lives and property. To strengthenthe prevention and control of air pollution and improve the quality ofatmospheric environment, the State Council promulgated the "Air PollutionPrevention Action Plan"(Guo Fa [2013] No.37), and for the country issueda specific air pollutants emission reduction requirements, takingunprecedented measures to strengthen the regulation of atmosphericpollutants and disposal facilities. The main task of environmentalsupervision work is to improve environmental quality and protect theenvironment and control pollutant emissions. As the professional quality ofcurrent staff in environmental supervision team cannot meet therequirements of the new era, the State Environmental ProtectionDepartment has carried out research activities of environmental supervisionelements in different industries. In present,China has released on-siteenvironmental supervision guidelines in four industries,but the thermalpower industry has not published a field guide to environmental supervision and environmental supervision elements of thermal power industry is still ablank. By surveying and studying on thermal power industrial enterprises,this paper carried on a system research of environmental supervisionelements for thermal power industry.With the processing technique analysis of the pulverized coal furnacefrom coal-fired power plants, circulating fluidized bed boiler of coal-firedpower plant, fuel power plant,the treatise clarified the "three wastes"pollution yielding node of each process. Through constructing doublelogarithm model,applying Michael Marquardt method and then combiningrelated dates of10thermal power enterprises researched by the seminar,itprojected out empirical models of coefficients of producing and emittingpollutants,which is separately calculated the pulverized coal furnace coalthermal power boilers and circulating fluidized bed coal dust produced inthe boiler combustion exhaust gas emission coefficient of empirical model,SO2emission coefficient model, low nitrogen combustion generatednitrogen model; the boiler ash discharge process of fly ash pollutioncoefficient model; the process of boiler slag pollution coefficient model.Depending on the working principle and the internal structure of processunits,it analyzed the courses of abnormal emissions of pollutants andprevention(treatment)measures. According to the evaluating indicatorsystem of cleaner production in thermal power industry(Trial),it proposedthe monitoring essentials of cleaner production for thermal power industry.It also constructed on-site environmental monitoring guidelines forphosphate fertilizer industry.The research of environmental monitoring elements for thermal powerindustry not only provided guidelines for on-site environmentalenforcement and prominent,but also gave enterprises instructors for pointedpollution prevention,environmental management,reduce ment of accidentrisk and product consumption. It benefited greatly to the sustainable development of thermal power production enterprises.
