Energy is important strategic material related to the country’s economic lifeline, and its effective development and utilization can greatly promote the growth of national economy. Nowadays, the pace of global economic development is faster and faster, and the threat of energy crisis and environmental pollution to sustainable economic growth is also increasingly acute. Therefore, environmental pollution resulted from the over exploitation of coal, oil and other fossil fuels has become one of the most serious challenges facing humanity in the21st century. In this regard, China’s "Twelfth Five-Year Plan" clearly states that, the power industry, especially thermal power industry must focus on the implementation of energy conservation, making electricity the most efficiently used. At the same time, to improve the utilization hours of clean units generation as much as possible, making them more energy efficient. Relevant state departments have also introduced policies to actively promote the energy conservation of power industry, especially thermal power industry, aiming at reducing the emissions intensity, and changing the inherent conventional developing mode of thermal power industry, under the premise of accelerating sustainable development, so as to improve the industrial structure, making it further optimized. The promotion of energy conservation in power plant is both an assurance for the sustainable development of economy, society and environment, and an effective means to promote the urbanization process, and to achieve resource conservation and environmental protection. Therefore, it is a project and strategy needs to be carefully considered and boldly practiced.Based on the development status of Donghua thermal power plant, this paper made in-depth analysis for the energy saving potential, possible technical innovation, development obstacles and planning of the plant, thus get the feasibility study results of the plant’s energy conservation, and determined the basis and starting point of the path design.The key indicators impacting the energy conservation of power plant were mined, from financial evaluation, economic evaluation, social assessment evaluation, and production operations evaluation. What’s more, the principle of traditional quantitative evaluation was changed, instead, qualitative and quantitative indicators were combined to be considered, constructing a comprehensive and integrated evaluation system, so that it can adapt to the needs of different development stages. A comprehensive evaluation method based on Fussy-AHP was used to quantity indicators, process data, and determine weights. Among them, AHP was used to determine the index weight, and fuzzy mathematics method was used to construct the evaluation matrix. Meanwhile, the two methods were combined together to build fuzzy AHP comprehensive evaluation model based on the study of energy saving energy. Therefore, a set of energy saving evaluation system with general applicability, combining quantitative and qualitative evaluation was established, which will provide standards and basis for the smooth realization of low-carbon, environmental protection and energy saving of Donghua thermal power plant.This paper made in-depth analysis and summary for the results of energy saving evaluation research of Donghua thermal power plant, and put forward constructive suggestions and prospects for future energy conservation according to the study conclusions.
