The Difficulties And Countermeasures Of Government Environmental Information Disclosure

China began to implement Measures for the Disclosure of Environmental Information(for Trial Implementation) in2008and has preliminarily established disclosure system of government environmental information. The case of PM2.5in2011revealed that China was passive and lagged behind in the environmental information disclosure. Supported by governance theory, this paper reviews the system establishment and practice of the disclosure of Chinese government environmental information by literature research method. Then, the paper uses case analysis method to do reflective analysis on the case of PM2.5and tries to find existing problems of the disclosure of Chinese government environmental information. Finally, corresponding countermeasures are proposed.The environmental information has typical public characteristics and externalities. In the information society, it is unnecessary and impossible for government to continue to monopolize the monitoring right and publicity right of environmental information. China should work hard in the following several aspects to improve the disclosure of government environmental information: improving relevant laws and regulations and implementing them strictly, establishing accountability mechanism and relief system, encouraging the public and non-governmental organization to participate in the environmental information disclosure, making full use of new media to disclose environmental information.
