The Study Of Type Ⅲ Environmental Labels

With the increasingly seriousness of the environmental problems, the growing wave of the green consumption, and the environmental awareness rising at the same time, the environmental behavior of products have been given more and more attention. Type III environmental labels, as an effective environmental management tool, possessing both quantitative data list of product quality and environmental behavior, has been paid more and more attention by the countries worldwide.Firstly, this paper introduced the basing theories of type Ⅲ environment labels, including environmental strategy, corporate social responsibility, supply chain management. In the context of these theories, I studied type Ⅲ environment labels which is suitable for the China, based on the analysis of international practice about type Ⅲ environment labels, combined with Life Cycle Assessment(LCA) and the related standards. My study included the simplified application of LCA, Product Category Rules(PCR), Environmental Product Declarations (EPD), and certification process. LCA method included four stages including the definition of target and scope, inventory analysis, impact assessment, and explain of results. The simplification of LCA method is to keep its four basic stages unchanged, choosing the main environmental impact type and type parameters, not performing the balance of input and out, making environmental indicators as the core to represent the impact about life cycle stages of the product with specific data; PCR is to establish the requirements, procedures and contents of development; EPD is to develop its content and format; Certification process is mainly from three aspects of certification bodies, certification procedures, and certification methods.The purpose of my study is to promote the progress of the type Ⅲ environment labels for China.I chose Siji Ganmao Pian of Chinese medicine products as a case study that how to develop type Ⅲ environment labels. Type Ⅲ environment labels of Siji Ganmao Pian including the product definition, product functional unit, system boundaries, the data list of energy consumption and environmental emissions, and selecting four kinds of environmental impact type which are global warming, acidification, eutrophication, photochemical smog make quantitative analysis of the impact of the potential value. This study about the EPD of Siji Ganmao Pian could provide reference for developing type Ⅲ environment labels of Chinese medicine. Finally, the paper analysis the safeguard mechanism and condition to establish type of III environment labels successfully from building database of LCA, government guidance, and cultivation of talents in our country.
