PCBs (Polychlorinated Biphenyls) are a group of chlorinated aromatic compounds with bio-refractory, biological toxicity, bioaccumulation, long-range transport and other similar properties of persistent organic pollutants. PCBs are first priority pollutants according to the Stockholm Convention among the persistent organic pollutants (POPs).The data on PCBs pollution of different area and different environmental media from China were surveyed by reviewing literatures issued at recently decade (2002-2012). Possible sources of PCB contamination were analysised, and serious polluted by PCBs area list was shown. The results are not comparable, because the homologue of PCBs is not uniform, which is the main problem on PCBs contamination investigation at present.All the PCBs regulations and policies in China, Europe (EU), North America, Japan and Australia were collected and analyzed. We found that the disadvantages of PCBs contamination control policies in China were pronounced by comparing with foreign policies. Some suggestions were made for PCBs control policies in China based on realistic conditions and feasibility with reference to the advanced management mechanism from developed countries.Three methods of PCBs extraction from soil including Soxhlet extraction, Ultrasonic extraction and Ultrasonic shattering extraction were compared by experimental results. Methods of measurement and analysis using GC-μECD, GC-MSD and GC-MSD/MSD were also compared. Meanwhile, the time and economic costs were also taken into account. According to the experimental verified results, if stable data was considered prior then Soxhlet extraction and GC-MS should be chosen for a small number of soil samples. If cost control was considered as a prior then ultrasonic extraction and GC-ECD were the best choice forn a large number of soil samples. However, some suspicious soil samples could also be analyzed by GC-MSD for confirmation. If the economic cost was not taken into account as main factor then GC-MSD would be a suitable option for PCBs determination and analysis.
