Ecological Civilization Construction With Scientific Outlook On Development In Yanbian State

Facing to the environmental problems and ecological crisis in China, it has been put forward the goal of building ecological civilization in the report of the17th Party Congress firstly. In the report of the18th Party Congress, the importance of constructing ecological civilization has been lined out, and it would be an important part of Modernization Constructing the ONE of the Five overall arrangement. It has been stressed that:we should strengthen the construction of the ecological civilization system, and we should build a system which is perfectly performed systemized, scientific and standardized, effective operational. In this context, it became the major theoretical an practical issues solving the construction of China Characteristics Socialist Modernization that how to use the scientifical theory to guide area practice of building a socialist ecological civilization.Though it has unique ecological environment advantages in Yanbian State, decades of continuously industrialization and urbanization, the ecological environment problems became lager and lager. In my essay, I selected the construction of ecological civilization in Yanbian State as the research object. I will try to investigate the way of ecological civilizational construction by presenting the construction of ecological civilization in Yanbian as the research object, explore the path of ecological civilization construction in Yanbian State, to achieve the scientific concept to guide practice of ecological civilization construction in Yanbian, to promote the development of ecological civilization construction the purpose of health.Firstly I proposed to the theory of Scientific Outlook about Development and ecological civilization, investigated the Scientific Outlook on Development guiding role for the construction of ecological civilization based on the analysis of relevant research in and abroad in this assay. Secondly, I analyzed the present situation of construction of ecological civilization and problems and reason of the problems in the Yanbian State. There are four prominent problems:unconsolidated consciousness of environmental protection, low participance in constructing ecological civilization, the crisis of natural environmental pollution and imbalance, the conflict between local economical development and ecological environment protection, the system innovation lag and effectiveness of management mechanism. There are also four reasons causing the problems:The ecological culture construction, influences from the traditional industrialization and extensive mode of economic growth, Environmental management reform relative lag, negative ecological effect of globalization and urbanization. Thirdly, aiming at the existing problems of ecological civilization construction in Yanbian State, I counter-measured to solve this problem on developing Scientifical Outlook. They are strengthening of the ecological culture construction, improvement of environment protection consciousness of people in Yanbian State, changing the mode of economic development to ecological economy, implementing the scientific development concept, strong the protection of natural ecological environment, promoting system innovation, perfect the legal environment wich is conductive to the construction of ecological civilization. In a word, an important task facing the construction of ecological civilization in Yanbian State at present is to guide the construction of ecological civilization in Scientific Outlook on Development, as soon as possible to realize the man and the nature, the coexistence of man and society, promoting the people in Yanbian State could enjoy a life of productive, affluent and ecological.
