With the rapid development of productivity and the sharp increase in population after the industrial revolutions, the nature has been transformated more and more largely and the human beings are taking more and more resources from the nature. Meanwhile,the amount of wastes discarded into the nature is also increasing, environmental pollution and ecological damage is very serious. Serious pollution events appeared in various countries harm people’s health and life, including local residents and people in the neighborhood,leading into very serious consequences. All kinds of pollutants, such as industrial wastes, pesticide pollutions, noise pollutions, electromagnetic pollutions and photochemical pollutions have become increasingly serious.Fresh air, pure water,the peaceful environment,the atmosphere and chemical compositions in the oceans all have become scarce resources, and they have alreadly become direct economic values.A series of problems triggered by the environmental quality deterioration have aroused serious attention in various countries of the world. It’s related to the mankind and our children’s interests and has become the bottleneck of the sustainable and healthy development of the economy in the future.Environmental pollution problems have directly affected human life quality and human social economic sustainable and healthy development.Since the70’s in the twentieth century, the United Nations and related agencies have held a series of international conferences, exploring the problems of environmental pollution which human beings need to face and solve currently. These frequently major international conferences and activities imply that the environmental problem has become a global concern which is a very important social, economic, and technical issue in the contemporary world since the70’s. This paper intends to select17years’time series datas of Hebei Province to do the empirical analysis based on the generalized impulse response function and Granger test of causality in VAR model. Through the environmental statistical datas collected from Year1995 to2011, selecting several representative economic indicators and environmental indicators to examine the long-term dynamic interaction mechanism between economic growth and environmental pollution of Hebei Province in recent years.This paper selects the per capital GDP as the economic index,and pollution emissions from industrial waste water, industrial solid matters, and sulfur dioxide these three indicators as the pollution indexes. The VAR model used in this article for analysing is a dual variables’system, including these three kinds of pollution indicators and GDP per capital. To get the empirical results of the generalized impulse response function, I should test these time series’variables through stationarity test firstly.Whether there exists cointegration relationship between economic growth index and pollution indexes or not can be obtained through the cointegration analysis; on the other hand, the generalized impulse function method based on VAR model can investigate the effect mechanism and the long-term bidirectional dynamic correlation between economic growth and environmental pollution of Hebei Province in the temporal dimension. Granger test of causality is used to determine whether the economic development and environmental pollution these two variables are the reasons for each other’s change or not,and whether there is a causal relationship between these two factors. Analysis of the shock response in the generalized impulse function shows that, on one hand the economic growth is an important reason of pollution in Hebei Province; on the other hand, the pollution of the environment also restricts the development of the economy, with a certain lag effect. The Granger test of causality on these two variables of environmental pollution and economic growth comes out that, the economic growth is an important unilateral cause of environmental worsening pollution, but pollution is obviously not the cause of economic growth. The deeply study of the relationship between environmental pollution and economic sustainable development proceeds to provide useful and practical policies and recommendations for economy growth’s mode transformation and the environment pollution’s government in Hebei Province. It is of great theoretical and practical significance to improve the comprehensive strengths of Hebei Province.
