With global climate change and accelerated the process of city, the disaster hasbecome one of the A major challenge. City as a population and economic density ofhuge disaster, becomes in the international society And the national disasterprevention center and focus. In our city, the losses caused by disasters accounted forall losses More than70%. Therefore, research on disaster management city has causedwidespread concern in society and academia. As an important tool of city disaster riskmanagement, development of city disaster risk assessment has become the currentinternational disaster the frontier and hot damage researchBased on the analysis of the connotation of the city, the quantitative evaluationof the city in11counties of Kashi disrict in1city level of. The results showed that,the overall situation of urbanization of Kashi city to develop the best. Thedevelopment gap between Kashi city and other parts of Kashi disrict is very obvious.In time of1949years, from the main types of natural disasters, cities andcounties of Kashi disrict for flood, earthquake, storm, hail, these four kinds of disasteroccurrence frequency was18.22%,10.06%,9.87%, accounting for9.11%of the totalnumber of47.26%disasters, frequent natural disasters, especially floods and haildisasters continue to harm to local people’s lives and property safety, seriouslyrestricting the healthy development of local economy. Therefore, the future disasterprevention focus of the area should be in flood, earthquake, storm and hail,monitoring and management and strengthen other disasters, strengthen the research ondisaster, cause of formation and development of various natural disasters continue toreveal Kashi disrict, help the relevant departments to formulate reasonable disasterprevention, mitigation measures.Finally, based on the analysis of the connotation of city disaster risk, disastercausing factors, from the historical disaster, exposure-two level evaluation indexsystem of vulnerability, disaster recovery and built four levels of risk assessment ofcity disaster in Kashi disrict, the integrated use of entropy method and multi indexcomprehensive evaluation model, city disaster in Kashi disrict the architecture of thequantitative evaluation framework and ideas, by taking the1991-2011data, the risk ofdata in20years in Kashi disrict are quantitatively evaluated. The results showed that,the comprehensive risk value in1992accounted for20years the comprehensive riskvalue of1.67%, the lowest values, and the2003, in2011accounted for20of the year19.32%, the highest value. According to the research, fluctuation trend during theperiod of1991-2003city comprehensive disaster risk presentation, but beginning in2004entered a sustained growth trend. Therefore, the Kashi region of the city andsocial development step by step to improve the city infrastructure, communicationsequipment update and improve people’s income, In view of this, this paper putsforward improving disaster risk monitoring and early warning system in the area andevaluation system, improve disaster information publishing and sharing, construct thefinancial support system of disaster management, to improve disaster prevention andmitigation funds accounted for the proportion of total government budget, as well asthe disaster emergency funds allocated to establish disaster risk management system of unified amount, the area the government, construction, military, media andnon-governmental organizations, to create a full range of comprehensive,three-dimensional, multi-level anti disaster management system and so on disasterprevention countermeasures and suggestions.
