Because our country has a late beginning in 3D laser scanning area, our development in this area are remain detection no matter in the theory or application areas. Civil applications are focused on reverse projects, Laser scanning technology which be named as the second innovation in surveying and mapping area should be widely used in its own area. but all kinds of processing solution and modellings are scattered and just suitable to its own scanner and point cloud, on the other hand, the point cloud are different from each other in the storage formats which make 3D laser scanning technology has a narrow application fields. In this paper the methods of point cloud registration module are reviewed, and the multiple viewpoints of point cloud data of the granting of buildings are registered in a quick and high precision, and the registration result accuracy assess, finally combining with the actual field data for model building. Paper combined with the practical case to illustrate the application of 3D technology in all fields direction and trend, for building fast modeling provides a more practical solution, and explore the improvement direction of registration algorithm and the meaning doing like this.Point clouds registration is the key technology of 3 D modeling, the accuracy of registration directly determines the modeling in a high or low precision, it also determine the development of 3D technology and domain, so standing high-efficiency and high precision in massive amounts of point cloud registration for the application of 3D laser scanning technology has a great promotion in the field of surveying and mapping. The paper mainly completed the following three tasks :1、The paper summarized the development status of 3D laser scanning technology and analyzed its cutting-edge application and trends at home and abroad. At the same time the paper described the methods of the terrestrial laser scanning point cloud registration and explored the sources of error which produced in the practical application of 3D laser scanning and the methods about how to deducted the error.2、The two groups of point clouds were registrated using initial registration and precise registration of ICP registration algorithm and Rodrigues Matrix matching algorithm and obtained the accurated registration results. At the same time the paper analyzed the use of Z+F scanner and the accurated registration results of point clouds obtained using the scanner, explored the sources of error which effected the accurated registration processing and resolved the problem, and achieved precision point clouds registration results at last.3、The paper use two different methods to complete the modelling of the experiment point clouds of Chongwen floor of Shaanxi Engineering Institute and the old towel of Dunhuang, respectively according to wire drawing and direct modelling based on snapping function, accomplished the outdoor effects rendering to the model at the last phase, thus accomplished the whole processing of modelling application of terrestrial 3D laser scanning point clouds.
