With the development of economy, as well as the improvement of people’s living standards, the meteorology influences on society and economy more and more deeply. With the deterioration of environment, and the frequently occurring of climate disaster, the meteorology has taken an important place in environment protection and disaster prediction. In this case, it becomes important to make full use of the meteorological data and mine the useful contained rules. Hence, it is necessary to deeply investigate the meteorology prediction technology.In this paper, the traditional quality control methods are unable to meet the requirements of existing meteorological data quality control. Based on the combination with the application of the association rule algorithms in outlier detection and the detection of the abnormal meteorological observation data, a quality control algorithm of meteorological observation data based on association rules algorithms is proposed. In addition, the prototype system of integrated quality control of surface observation data is designed and implemented.The core contents of this paper focus on the comprehensive quality control methods of meteorological data based on the traditional quality control of meteorological observation data. The paper put forward the meteorological observation data quality control algorithm based on association rule algorithm from the perspective of outlier analysis. After discretization of the existing meteorological data, the methods in this paper use association rule algorithms to generate frequent item sets and obtain the strong rules of the meteorological observation data. The existing meteorological observation data are matched with the rules to detect the isolated observation data in order to achieve the purpose of quality control of meteorological data. In addition, the meteorological observation data from 2009 to 2013 in East China are considered as the testing data sets in experiments. The parameters are optimized in order to prove that the optimal quality control algorithms are feasible and effective. In addition, a prototype system of integrated quality control of meteorological surface observation data is designed and implemented. The system includes several modules, such as analytic storage module, query display module and meteorological data quality control module based on meteorological observation data quality control algorithm based on association rule algorithms, and so on.In this paper, the automatic management and quality control methods of meteorological observation data are designed and implemented based on the combination of association rules algorithm and computer technology. At the same time, the methods can standardize management of meteorological data, and enhance the quality control effect of meteorological observation data, and improve the processing efficiency of meteorological data.
