Dusty plasma physics is a new branch of plasma physics in the word from 1970 s about 1980 s, this theory was considering the effect of dustybuilt on the theory of plasma physics.There is a lot of questions about dusty plasma physics in the field of aerospace application, atmosphere, microwave communication, the microelectronic parts manufacture and so on. Dusty plasma physics has been improved rapidly in the last two decades,not only in physics,but also inspace physics,materials physics, semiconductor science,electrical communication,Atmospheric Environmental Science. Because of dusty plasma physics includes many fields of science, The theories of dusty plasma and related application have been paid more and more attentiont.The domestic institutes which is engaged in engaged in dust plasma research include Chinese Academy of Sciences.China University of Science and Technology. Dalian University of Technology, Xidian University and other Units. Chinese Academy of Science electronic research institute LiFang studied the absorption effect of dusty by electromagnetic waves in plasma for the phenomenon of Polar mesosphere summer echoes(PMSE), and calculated the scatter spectrum. China University of Scienceand Technology Ma Jing xiu et al.worked on dusty plasma longitudinal waves and static sheaths in laboratory.Li Zhong yuan reseach the charging of space dusty.The solid rocket exhaust plume as weakly ionized dusty plasma which molecule concentratio much larger than ions and dusties,will appear strong decay on control microwave signal of ground-based radar,Some severe cases may block mixed transmission,led to can not effective controll flying rocke.For the analysi of microwave attenuation, the results given by the theory of plasma than the actual observed data 1-3 orders of magnitude smaller, the dustyplasma theory which consider dusty charging was consistent in magnitude with the observed values. The electromagneticcharacteristics of solid rocket exhaust plume is relevant to radar signal re-duction,the current research methods of its electromagnetic properties are :the research of dusty parties absorbs the electromagnetic wave into plasma;the research of the dielectric tensor of weakly ionized dust plasma;the research on the longitudinal dispersio of weakly ionized dust plasma;Study the propagation of electromagnetic waves in weakly ionized dust plasma.It is not consider the effect of the dust plasma directional velocity in previo us studies, Stationary distribution of charged particles is double Maxwell distribution, When the solid rocket altitude high-speed flight,Directional velocity of solid rocket plume of charged particles can be compared with their thermal velocity, directional velocity’s effect can not be ignored, Stationary distribution of charged particles is double Maxwelldistribution, This paper consider the influence of the dust plasma directional velocity on Stationary distribution and charging frequency, the new formul of charging current and charging frequency was derived, thedirectional velocity relationship with permittivity and conductivity were given,we analyzed the effect of solid rocket directional velocity on dust plasma permittivity and conductivity...
