In recent years, with the rapid process of modernization of the city’s water pollution incidents have become more frequent, especially sudden water pollution accident, which is uncertain, and so devastating. Once the water pollution accident, not only requires a lot of human and financial resources to govern, but also seriously affect the social and economic stability. Establish water environment monitoring and warning system, as well as responding to and processing of water pollution incidents, water for environmental protection seemed significant.On the basis of a combination of domestic and international research GIS and water quality model, combining the advantages of WebGIS to explore the development of water environmental monitoring and warning system based on WebGIS, for specific requirements in water environment, the design of water environment monitoring Qing Yi River structure and function of early warning systems. Combined with GIS platform features and characteristics of water quality model to Oracle+ArcSDE database, combined with the ArcGIS Server platform, the Qing Yi River meshing will WebGIS platform and water quality prediction model together to achieve the river water pollution diffusion dynamic simulation. By ArcGIS Server to publish a Web service, the server-side programming calls ArcGIS Server Web services.The main work of the paper is as follows:1 Using ArcSDE established geodatabase basic framework outfall and monitoring sections, and apply ArcGIS Server will outfall geographic data and monitoring sections data published as GIS services, providing data access interface for Web-based outfall and monitoring sections management, sewage port and monitoring sections of online editing.2 GIS-based geometry service implementation under Webgis internet live online one-dimensional and two-dimensional river river dividing Construction.3 When a section of the sewage outfall or monitoring of pollutants exceeded, the system alarm to remind of the river downstream meshing online, combining quality model computing grid point concentration,the concentration interpolation, and finally realize the spread of water pollution based on WebGIS dynamic simulation and map-based visualization technology.
