As one of the most serious marine disaster in the world, the storm surge brings significant loss to the national economy, the national defense security, and the industrial and agricultural production. With the natural disasters prevention and mitigation work carried out, it is essential to study on the storm surge observation and alert auxiliary decision.Based on the comprehensive understanding of the research background, basic situation and research status of the storm surge, we carried out the storm surge real-time observation technology research. The main content of the paper is as follows:(1) Based on the basic theory of multi-sensor information fusion, we built the overall framework of the storm surge real-time observation system.(2) We designed the acquisition and procession software and hardware of the storm surge real-time observation system for the data preprocess. Through the comparison of the three kinds of common filter methods to reach the optimal water level data processing scheme. After the data pretreatment, the data are uploaded to the host computer.(3) We designed the reception processing software of the storm surge real-time observation system to complete data communication, real-time dynamic display, storage management, relevant characteristic information extraction and comprehensive analysis, for the storm surge related information observation, to explore the storm surge risk assessment and wave run-up algorithm, for the storm surge alert auxiliary decision.(4) We carried out the field experiment near the Yinggehai sea area and Nanao Island sea area, to test and verify the system performance, through the data comparison with the nearby marine station and field observation to examine the system measurement accuracy.
