The level of urbanization about resource-based cities was closely related to the rapid increase in the use of resource development. There were many factors inflected the Resource urban development, such as landuse change and vegetation change. So, it was a hot issues that study the relationship about Ecological environment and Resources development.In this study, taking Erdos city of Inner Mongolia as an example, based on the 3S technology, vegetation was monitored using SPOT VEGETATION NDVI image during 2000-2013 and the precipitation data and temperature data in the last 14 years, and the landuse map of Erdos was used to analysis the NDVI variety of different landuse types. Used the climate data to analysis the effect of temperature and precipitation in vegetation NDVI changes. Finally, by identify the relationship between level of urbanization and resource development, we proposed some countermeasures and suggestions from respects like optimization of industrial structure, regional economic coordination and the path of sustainable development, to achieve sustainable development of Erdos. The result shows that:1. In the landuse change, the building area has a great increase. The urban land area changed from 91 km2 to 310 km2. The landuse change rate of urban achieved 261% in 2013. The industry area changed from 379 km2 to 1152 km2. The area in 2013 was more than 3 times in 2000. The trend of vegetation cover(woodland,shrub,grassland) area changed from 1069 km2、22225 km2、30769 km2 to 1071 km2、27477 km2、25504 km2, and increased from northwest to southeast.2. From 2000 to 2013, the vegetation coverage decreased from southeast to northwest, and the range of NDVI was 0.1-0.78. The high vegetation coverage was concentrated in the regions such as dongsheng, zhungeer and yijinhuoluo. In the 14 years, more than 60.8% area had a high NDVI value, among of them, nearly 42.46% had a slightly improvement. Vegetation degradation region accounted for about 4% of the city area, mainly to slight degradation and moderately degraded.3. The impact of climate on vegetation mainly in:Temperature change was small, the overall upward trend, but the increase was not obvious. The temperature and NDVI correlation was not significant. The precipitation and NDVI had a significantly correlated. The order of relevance between different types of vegetation and climate was:Shrub> grassland coverage in> high coverage grassland> low coverage grassland> farmland.4. The overall urbanization level of Erdos had a steadily increased, urbanization level had dropped slightly in 2010, but not severe. The gap of urbanization level among the counties was narrowed, the spatial agglomeration of individual location was not obvious. It showed "low-high" relationship or "high-low" relationship, and the correlation was not significant. The main driving force of each of the towns in development were secondary industry and the rural economy and animal husbandry. According to the contribution rate, we found that, under the influence of the former, urbanization rate increased first and then decrease, and the latter showed a steady growth trend. The economic development and vegetation cover had a significant positive correlation.
