Using the MODIS NDVI data in 2000-2013, the vector map of study region,monthly climate data set from meteorological station, Digital Elevation Model data,socio-economic statistical data and land use type data. Applied methods include maximum value synthesis, the trend line analysis, dimidiate pixel model, stability Analysis, Person correlation analysis, R/S Analysis Method and Hurst Index. A comprehensive research is conducted in this paper on the spatial distribution of vegetation, dynamics of vegetation cover change, and the correlation and hysteresis between NDVI and climate factors, such as temperature, precipitation. This article has analyzed of temporal and spatial changes of different vegetation cover, vegetation coverage and its sustainability in Jiangsu Province from 2000 to 2013. The correlation between the NDVI of the 13 meteorological stations and temperature/precipitation in the same and early period is calculated, and we got the corresponding spatial and temporal distribution characteristic and time lags.The results obtained are as follows: As a whole, the vegetation NDVI in the14-year-interval in Jiangsu province shows a declining tendency on different tempo-spatial scales. Looking from the time scale, the inter-annual and the autumn NDVI trends lower, while NDVI in spring and summer trends higher; From the spatial scales, the vegetation coverage in the west of Jiangsu province was significantly better than those in eastern coastal plain and the middle and lower reaches of the Yangtze river. NDVI show significant correlation with climate factors on the seasonal and inter-annual scale, especially with temperature. NDVI show a one-month lag period as a response to precipitation change, while the changes of NDVI and temperature are basically synchronized, with a 1-month lag only in summer. Seen from the time scale, Paddy field and grassland decreased, meantime,dry land and forest land was increasing. The better stability showed in forest land,paddy field and dry land, except the grass. Vegetation coverage, vegetation variation trend and vegetation stability show a good coupling character in temporal and spatial.The vegetation coverage of Jiangsu Province fluctuates and shows an increase trend. The average vegetation coverage of middle of Jiangsu is the largest, followed by that of the North and the South. The vegetation coverage of Southern and Central Jiangsu shows a decrease trend, while the vegetation coverage of Northern Jiangsu shows an increase trend. The vegetation coverage of Jiangsu shows the situation that the sustained reduce is slightly larger than the improvement in the future.
