Since Lanzhou New Area has been established, it enters the stage of rapid construction and development. Dynamic monitoring the changes and conformity with planning of construction land is a serious problem, which includes rational development of construction land and management of Lanzhou New Area. In this study, we used the results of the census geographic conditions in 2010, 2012 and 2013 of Lanzhou New Area(land cover vector data), and Code for classification of urban land use and planning standards of development land(GB 50137–2011), combining with the principle of semantic correspondence and field investigation data, to extract the corresponding year of construction land from land cover in 2012 and 2013. Using the above three periods of land cover and two periods of the construction land, combining with the planning data, the analysis for land cover, the construction land change analysis for spatial and temporal characteristics and the comparison analysis with planning had been made to analyze the changes of construction land of four groups under construction in Lanzhou New Area. The main conclusions are:(1) In 2010-2013, it was the rapid development stage of Lanzhou New Area. The largest increase in area of land covers in study area are digging artificial heap, roads, housing construction, accounting for the proportion of the entire study area increase by 49%, 7% and 2%; at the same time, the existing farmland and grassland dropped significantly, the proportion decreased by 39%, 16%. The comprehensive dynamic degree of land cover had reached 23.6% during the three years. The changes of land cover in 2012-2013 were most intense, and it reaches 50.76%.(2) In 2012-2013, the change degree of construction land of four groups was uneven, they were sorted by the comprehensive change index in the order: administrative and cultural center(1.41)> logistics industry(1.12) > advanced equipment manufacturing industry(1.04) > high-tech industry(0.81). That is to say, the development of construction of the administrative and cultural center group is the most rapid, followed by logistics industry group and advanced equipment manufacturing industry group, high-tech industry group is slightly slower.(3) When considering in the perspective of the spatial shape of construction land use, construction land patterns of four groups is unstable, low compactness, small fractal dimension, the average of the three index are less than 0.25, 1.2, 0.1, which shows that the current land is more extensive and less stable.(4) From the space layout comparison of practical construction and planning land, the space layout of practical construction and planning land of four groups were quite different, the conformity was low, caused by the total area of practical construction was small and the dislocation of practical construction and planning land. From the view of land types, the conformity of street and transportation and municipal utilities was higher, conformity were as high as 38.79% and 27.39%, the degree of other land types were in 10% and below. The spatial difference of conformity of four groups was more obvious, the comprehensive conformity of four groups were sorted in the order: high-tech industry(18.5)>administrative and cultural center(15.1)> logistics industry(8.5)>advanced equipment manufacturing industry(8.1).(5) Four factors, including natural environment, economic development, urban development and policy-oriented, have come together to changes of construction land of study area. Among them, the city planning of policy-oriented affecting changes in the size and structure of the construction land is core driving force.
