Land is significant living space in which human beings as well as other creatures inhabitand live. It is an important resource on which human society’ existence and development relyand the major site where all social activities take place. At the same time, it is one of thenon-renewable resources. Land using situation is the basis of proper usage, planning,protection and scientific management and is the premise of each kind of land managementperformance. Nowadays, the fact that the data and information are not scientific enoughresults in the imperfection and inaccuracy of the land using changing data.With the development of space technique, sensor technique, digital photographic processand some relevant techniques, remote sensing has developed into a new phase of timely,dynamic, quick and accurate land observation. Remote sensing technology is more and morewidely used in the dynamic supervision of land usage at the same time.Based on the spectral signature differences of the photographs of one same area indifferent years, dynamic monitoring of land using change can identify the changing process ofland using situations. Its essence is to quantify Multi temporal series of images. Through thequantization of coupling characteristics of multitemporal remote sensing images in spacedomain, time domain, spectral domain, we can obtain the types, locations and quantity of landusing change. The keys to the remote sensing dynamic monitoring contain two parts:preprocessing of photographs and the extraction of land using change information.Taking Xi’an International Horticultural Exposition as the research area, This paperincludes main data source of the multi-phase and multi-source remote sensing photographsand uses the existing1:2000surveying and mapping results, field control points, theencrypted checkpoints and DEM data as assistant data. It uses photogrammetry, imageprocessing to make a work base map of multi-date land using change monitoring. Combined with such relevant techniques as photograph interpretation and information classification, thispaper will deal with the land using change monitoring of Xi’an International HorticulturalExposition.This paper’s main study points are as following:1Utilizing the automatic image quick processing system, to ortho-rectificating, processingcolors and mixing multi-phase images, then generating multi-phase digital orthoimages of thegarden.2Utilizing the multi-scale image segmentation technique to segment multi-phase digitalorthoimages, and, classifying the segmentation images to generate multi-phase digitalorthoimages land classification results.3basing on the classification results of front and back time phase, Changes monitorautomatically using the Inheritance algorithm of correlation. Generating the results ofmulti-phase digital orthoimages classification, counting and analyzing the land using changeand make precision evaluation of the results of land using change supervision in order to getthe monitoring results of land using change in Xi’an International Horticultural Exposition.
