Satellite data quality assessment is not only a strong bond for remote sensing instruments development and remote sensing data applications, but also the key process of the continuous development and mature satellite, so as to achieve the purpose of data widely applied. It plays the due economic benefits and social benefits, and provides advice for the next stage、methods and steps.This article selects HJ - 1 data and comparative data that are the same area and the same. It evaluates from five indexs, for example, the statistic analysis、spatial resolution analysis、geometric fine calibration analysis、information analysis、and legibility analysis. We concluded that HJ - 1 CCD has a relatively balanced each band energy, mean reasonable matching, image levels rich. The spatial resolution 30m is basic to meet the design requirements. Geometric fine calibration also corresponds to the application requirements and articulation has improved. But the band dynamic range small. Information is not abundant enough. Each band independence should be further enhanced and reduce data redundancy.In recent years, the drought of China has expanded greatly, the scope deepening and the frequency increasing, HJ-1 can play its due role in the disaster and environmental monitoring. This paper evaluates Huaibei area drought monitoring by the method of TVDI . We can find that the infrared data of HJ-1 B can meet the needs of the brightness temperature inversion of surface, The whole scene brightness temperature is consistent with the MODIS. And the inversion results of HJ-1 B data is better than MODIS data in details, the reason is that 300 m resolution of HJ-1 B is better than 1,000 m resolution of MODIS data. HJ-1 satellite by the TVDI monitoring results is compared with MODIS, we can see the spatial distribution of them is the same. Statistics show that the proportion of the two monitoring is similar, the arid areas are in most parts of Bozhou, Fuyang, Huaibei. HJ-1 dry classification accuracy is about 65.41%, Kappa coefficient is 0.52. By Kappa we know that the both are in good agreement. It proves HJ-1 has better application in this field.
