Deep confined water generally refers to relatively deep burial, and the local precipitation and surface water bodies have no direct contact with water and difficult to recharge the deep confined water. For the majority of the Plains, basins,in China often refers to the confined water depth greater than 100m, is the major water supply source and reserve water source in many areas. In recent decades, in many areas, large over-exploited deep confined water deep confined water caused by groundwater resources continued to decline, and triggered a series of gradual exhaustion ecological environment and geological environment problems, a serious danger to countries and regions of the drinking water safety, food security and ecological environment security, has caused various aspects to take highly. However, deep confined water resources and surface water and groundwater (diving) resources have different distribution, motion rule and different types of deep confined water features are also different.Thus, this study in 2010, Ministry of Water Resources fee special "deep layer of water protection and management measures" (Ministry of Water Resources Centre for Integrated Water Resources Management commitment to the cause of Board) funded, this paper first defined the meaning of deep confined water in this study, summarizes the distribution of deep confined water in China, an overview of the Northeast plain, Huang-Huai-Hai Plains, great basin, Shanxi, yinchuan plain, the Yangtze River Delta, the Sichuan basin, Ordos basin, Northwest inland basin areas of deep burial and distribution of confined water, fill diameter drainage conditions and hydro-geochemical characteristics. Second analysis of deep confined water in different regions of China’s property and resources, deep confined water resources is mainly by four parts, namely the lateral recharge, flowing recharge, water sand layer water release and sticky elastic soil pressure water release in Michigan, under the condition of mining to stimulate the flow of lateral recharge and recharge. According to a 2003 evaluation of a new round of groundwater resources in the country, the statistics of the country can be exploited deep confined water storage capacity of 109.97 10~8m~3/ a, where consumption of storage capacity (including the water content of water and clay sand laminated flexible interpretation of dense water release) to 45.29 10~8m~3/ a, the more lateral flow and recharge recharge for the 64.68 10~8m~3/ a. Finally, analyzed the main domestic basin (plain) deep confined water development and utilization status, pointed out the development and utilization of deep confined water problems, this paper analyzes the reasons.On this basis, considering the deep water, hydro-geological conditions and socio-economic situation, identify the deep confined water level control index system of comprehensive, science, the purpose and feasibility of the principle of the potential exploitation of selected coefficients, the critical ground subsidence the amount of land subsidence critical water level, pressure head decreased rate of deep and surface subsidence rate as an index to establish indicators of deep confined water level control system. And the North China Plain is a typical area studied. For deep confined water resources sustainable scientific management and reasonable exploitation and provide quantitative data and the basis, make deep confined water management and protection of the system construction, laws and regulations construction, project planning and security measures are more scientific basis.
