State-owned assets in China's economic and social development are essential. However, since the reform and opening up, a huge loss of state-owned assets appeared which is very harmful as a community-concerned issue. In recent years, while we are placing the emphasis on strengthening the management of state-owned assets from been lost, the loss of state-owned assets has not been slowed down and contained, but has become more and more serious. This phenomenon made us to take deep-seated thought of the problem. The operational state-owned assets is the most important and most active part of the state-owned assets. It is the basis of expanding increment, as well as the focus of state-owned assets management . The author primarily analyses the operational loss of state-owned assets.China's state-owned assets belong to the whole Chinese people, which is different from Western countries. The ultimate owner of the state-owned assets is the whole people. The owner can not exercise direct function but through layers of principal-agent, operators engaged in searching for agents to operate state-owned assets. Because the property rights ownership of the state-owned assets is not clear, the principal-agent mechanism is more complexity to be operated effectively, and it is more difficult to supervise and operate the assets than private ownership. The author find that the defects of property rights ownership and principal-agent mechanism are the root cause leading to the loss of state-owned assets through analyzing the channels of the loss of state-owned assets. We must clearly state our assets, improve principal-agent mechanism, establish and improve the system of state-owned assets supervision, so as to effectively prevent the loss of state-owned assets and increase the value of state-owned assets.The thesis is divided into four parts :Partâ… : Property rights Ownership and principal-agent theories.
