Research On The Comprehensive Budget Management

As the basic tactic for Chinese enterprise to build the systems and enhance the management, CBM has been paid extensive attention by the government, academia and enterprises. In China, the proper CBM arose in early 1990s. Driven greatly by State Economic and Trade Commission and Ministry of Finance, Chinese enterprises, especially the state-owned enterprises, began to implement CBM and accumulated important experiences. Based on the analysis of the current situation, the paper further researches CBM theory and enriches the contents of CBM.The paper first expatiates the basic theories of CBM, analyzes the character and connotation of CBM, and points out the necessity and importance for enterprises to implement CBM. Based on this, the paper figures the integrated structure of CBM which including constitution, implementation and evaluation of CBM. Combining the actual situation of implementation of CBM, then the paper demonstrates that CBM in China is just at its beginning stage. There're many misunderstandings on CBM itself and a lot of problems to be solved in practice. The paper analyzes the 4 main difficulties of CBM, i.e., the selection of jumping-off point, difference analysis, slack and evaluation, and puts forward the relevant countermeasures and suggestions. Finally, The paper makes analysis and prospect on the development of CBM in Information Times in China.Practice proves that CBM is one of the important managing tools for enterprises. CBM can be applied to control the implementation of strategic targets, predict the cash flow and profits, balance the configuration of resource and reach the strategic targets as a result. The application of CBM is significant for enterprises to establish modern enterprise system, improve management level and increase the competition capability. It is one of the experiences accumulated by those successful enterprises in developed countries.
