The lag of western economic development already became the serious restriction factor in enhancing our country's overall strength of the country. In 1999, according to the strategic concept of "two general situations" who chairman Deng Xiaoping proposed, and the reality of our country's economic development, the central leader collective made the important strategic plan about promoting western development. For six years, the reform has obtained obvious result. However, comparing the west with the east, at present the western economic development still falls behind, the disparity of the economic level and speed of development not only doesn't abate, also is. expanding. We must pay highly attention to the situation. The western economic development must have national policy support. The developed countries' experience indicated that the shift payment policy have important influence in promoting backward area' economic development.From 1995 our country started to implement the western shift payment policy. In six years of western development, the intergovernmental shift payment has played the vital role. It promoted western economical development, improved western people's life, enhanced the construction of western infrastructural and the level of fulfilling public functions. But as a result of the historical reason as well as the transition-period nature, the present shift payment system still has many problems. In view of these questions, this article proposed it is necessary to establish a set of quite scientific, standard, objective and fair intergovernmental shift paymentsystem, enlarge central finance support to the western shift payment. It will contribute to realize the equality of public service' ability in the national scope and reduce the economical disparity of the East-West area.
