| Information technologies(Its) prevail in all functions of strategic and operational management. As information is the lifeblood of tourism, Its provide both opportunities and challenges for the industry. Based on the analysis of the present situation and existent problems of tourism destinations development of information Construction, combined with the goal of our country's 'Gold-tourism project', organizations and destinations, which need to compete will be forced to e-tourism. Only creative and innovative destinations will be able to survive the competition in the future.The content of the paper can be divided into 5 chapters. Chapter 1 (preface) present the background, the purpose and significance, the research methodologies, and the logical structure of this research, and then discusses some keywords related to the topic. In chapter 2 (the history of e-tourism and summary of theory and practice), the researcher summarizes the development of e-tourism and the related theoretical studies in resent years in china and abroad. The summary of practice includes 2 parts: the successful case study of Europe and America; the summary of e-tourism planning projects in which the author has participated. Chapter 3 (design of the e-tourism planning optimization under the Government's Leading Strategy) 1)analyzing the existed problems of present e-tourism under the 'Gold-tourism project';2)designing the optional-optimized-planning; 3) put forward the optional administration and operation pattern to the government that anticipate in the e-tourism planning and building. In chapter 4 (case study), the researcher makes Hangzhou city of Zhejiang province as a case to examine the design of the optional-optimized-planning, provides a framework for the utilization of technology in tourism by adopting a strategic perspective.
