With the unceasing development of international economy situation and economic order, the improvement of international environment, the joint to WTO of China, the promotion of the foreign economic cooperation following with the strategy of " big economic trade" and " walk out", and with the development of national economy and foreign economic trade business, the environment of the foreign economic cooperation of Jilin province has becoming better and better. And the opportunity of Jilin province has becoming more and more. But all these are challenges to Jilin province. The foreign economic cooperation business of province of Jilin has already obtained some result. However, we still need to be aware of that the contract foreign projects and cooperation in the field of labor service of Jilin province still are disappointing and still exist some problem need to resolve. See from whole province, the circumstance of foreign economic cooperation business of Jilin province is not ideal. In this kind of case, how province of Jilin accepts the challenge and seize the opportunity is what my thesis wants to elaborate and explicit.My thesis wants to seek the right methods and ways of transforming the potential of development into realistic competition ability through research on the process of development and cause of variation of the foreign economic cooperation business of province of Jilin.
