Forestry Marketization And The Investment Mechanism Of Private Capital In Hei Longjiang Province

Heilongjiang Province is a large province of forestry and the largest state-owned forest zone of the whole country and forest industrial base. Since the foundation of our state, the forestry of Heilongjiang Province has made enormous contributions for ecological construction, economic construction and social development of the country, however, a lot of questions have appeared at the same time. Stress that can quarry the resource crisis in question, enterprise's economy is endangered tiredly. It is in many aspects to cause the state-owned forestry's enterprises' forest reserves crisis, enterprises' economy to endanger tired reasons, but its question of vital part is still an economic question, this problem is not solved, just emphasize the meaning of "ecological economy", the realistic problem that is helpless to be known , solving the forestry fundamentally simply. Though the country has invested a large amount of financial fund to the forest department these years, it has caused the dependence on finance called "eat the finance".This research proceeds from the resource and the economic current situation of forestry of Heilongjiang Province, mainly use economics theory , financial analytical method and model, based on many kinds of fund input facilitation to forestry's market-based reform of irrigation ditch, through analyzing characteristic, condition that the competition mechanism of forestry's market functions, we try hard to study the private capital possibility and operating mechanism of entering forestry's market of our province from the thinking trend innovating and construct the plural investment system of suiting forestry's economic operation orbit of our province. The main achievements have the following several respects:(1) According to economics, modern business administration, forestry's economic management theory, forestry market-based reform and private capital go on theoretical research that the forestry invest establish the foundation and concept frame for Heilongjiang Province. (2) Construct forestry's marketization degree and analyze models which has taken forestry bureau of Yabuli as an example and analyzed the market-based current situation of forestry of Heilongjiang Province, the research has suggested: in Heilongjiang Province, private capital make the investment on the forestry is on the primary stage of exploring and has not formed a complete set which is very immature. (3) The method of utilizing economic theory , financial affairs to analyze and choose the local characteristic varieties of trees to analyze and examine the benefit of forest, proving private capital investment on forestry's feasibility of construction, Directing the current situation of Heilongjiang Province at the same time and suggesting that to solved the problems that obstacle the forestry marketization of Heilongjiang Province and private capital from carry on lies in the influence and the restraint of idea of economic system.(4) Marketization is a complicated and difficult course of advancing gradually, in order to make the forestry form the market-based environment, we propose to set up the trade market of property right, accelerate setting up the capital market of forestry, set up protection of private economic security system of capital and set up credit mechanism requirement. (5) The existing capital movement pattern foundation which has carried on the detailed analysis to the forestry enterprise capital operation pattern choice has been suitable to the forestry enterprise by introducing the private capital's movement model. And in this foundation proposed under the change planned economy condition establishes the forestry "three-in-one" system, changing the existing forestry enterprises for the administration department, constructing under the marketization "the forest real estate industry" as well as the capital movement mechanism.Through this topic research, we hoped to provide a basic theoretical analysis frame for the forestry marketaization and the private capital investment mechanism research and impel the development of Heilongjiang Province forestry construction by this fundamental research.
