Under the background of the great changes of global chemical fiberindustrial structure and the rapid development of chemical fiber in China,according to the differences of management, operating, technical, service abilitybetween the Company and domestic and overseas advanced companies, thisarticle focuses on the strengthening on overall updating of the managementability centering round strategic management.Looking over the world, this article macro-analyzes the world and Chineseeconomic situation and presents indispensable economic problems and basicantinomies to "the 11th Five-year Plan", systematically analyzes industrialcompetition environment and expands the competitive ability of China chemicalfiber industry. This article also analyzes the internal and external conditions ofthe Company in SWOT Analysis and works out the Five-year DevelopmentPlan for Jilin Chemical Fiber Group Co. Ltd. by strategic management frame.This article describes a developing plan of the Company for the comingfive years by strategic positioning, main business combination, generaleconomic goal for the coming five years, optimizing stratagem of organizationstructure, institutional innovation stratagem, talent thriving enterprise stratagem,technological innovation stratagem, internationalized development stratagem, markedleading stratagem and refined management stratagem.Among the measures, the structure adjustment is combined with the characteristics ofthe Company and development requests to adapt to the external conditions, fully drawsother enterprise's successful experience and speed up the establishment of modernenterprises. Building up modern enterprise human resources management system,highlighting human resources strategic planning system, recruitment and employmentsystem, open performance of evaluation system, education and training system, allotmentmanagement system, competitive and attractive distribution system, human recoursesinformatization management system and bringing up a group of inter-disciplinarytalents.
