A Research On The Human Environment And Its Drive To Regional Economy

The northeast old industry base is the"first son"of the Peopleˊ s Republic of China. It has mdae a great contrbution to the economy of the new China. But the northeast old industry base declined because of various of causes. There have being many problems since the 1990ˊ s,"northeast phenomenon""new northeast phenomenon"and"latter northeast phenomenon"are the delegates of the problems. All circles of the society have paid attention to these problems. The gorvenment of China raised the strategic decision——revitalization of the northeast old industry base at the beginning of the 21 Century, considering the situation of the northeast old industry base.The human environment plays a very important role in the regional economic development. A good human environment can increase the speed of the regional economic development and a bad human environment will hinder the regional economic development. This paper analyses the ralationship between the human environment and the regional economy , then it has a profound discussion about the human factors in the revitalization of the northeast old industry base. The paper has four part in total.PartⅠFirst the paper gives a definition to"human environment"and"regional human environment". Then it has a study on the theories which are about the ralationship between the human environment and the regional economy. Finally it analyses the relationship between the human environment and the regional economy.PartⅡIt analyses the main problems that exist in the northeast old industry base at present and looks back on the countermeasures against the probloms. Through the analysis and review we find that human environmentˊs fogyism is the sticking point of these problems.PartⅢThe paper analysis the cases of the reforming of the old industry base both in foreign country and in China, absorbs the successful experience, and has a standpoint that human enviroment plays a important role in the revitalization of the northeast old industry base and the revitalization of the northeast old industry base must optimize the human enviroment.PartⅣAfter introducing the situation of the human environment of the northeast China, the paper points out the problems that exist in the human envioronment. Then it analyses the background of the human envioronment optimization. Finally the author puts forward some constructive strategies and measures for the optimization of northeast human environment.
