The article tries to give a systematic analysis on building a reasonable relation between the central authority and the local government. The author gives a general definition to the term of related with it, recalling some key element from it, and concludes the experiences and lessons from practice, especially in-depth analysis of the relation between them in the transition process to a market economy.
