In the macro-background of economic globalization in the 21st century, human capital is gradually taking the place of physical capital, consequently, capitalized labor has been in the trend in capital change of this knowledge time. It has been well recognized in most countries that manpower capital has become the essential source of growth. Therefore, it is a way for economic development via increase manpower investment and accumulating manpower reserve. After over 20 years' development through opening up and reform, China has achieved a lot in its economy. In this new century, China's economy is transiting further to market economy, from extensive operation to intensive operation, from mode of "production-technology-science" to the new mode of "science-technology-production". To follow the transition and to construction the well-off society, it must keep up the pace of developed country toward information society, and set manpower as the most valuable and most potential core resource as well as most value-added capita.As a developing country with a largest population, a relatively scarce resource and a backward economic foundation, China should focus more attention in human resource for the objective to medium developed country. Research into manpower resource in Hubei is helpful to change mode of economic growth, and a developing mode with human capital in Hubei Province will promote its sustainable development, realizing green growth, as well as to strengthen its power to rise in the middle China with a crossover development.
