Although Hebei province is along the coast, the level of her development is equivalent to that of the middle region of china. For a long time, people have been under the impression that Hebei belongs to the middle region. Now Hebei is faced with the following situation: she belongs to neither the east or the middle region, nor the northeast traditional industrial base or the west region. It seems that Hebei is neglected. The main reason is the irrational structure ofindustry and unsuitable theories in last several adjustments. With the 21^th century coming, the reform of Chinese economic system has been deepened and the economic structure has been adjusted more than before. Chinese economy has entered into the better stage when it is steady , healthy, efficient, high-speed. Therefore, Hebei has to value the opportunity to escalate the industrial structure and to make the rational distribution of it. The main task is how to choose and develop the leading industries and the growth-poles, that is to say, how to choose and develop the point of economic growth. By the leading industries and the growth-poles spurring on regional economy, the economy of Hebei will develop rapidly.After synthesizing the researches on the point of economic growth made by others, we find that few study industry and space on both sides while most people often study them separately. In fact, industry and space can not be separated from each other. They maintain close relationship. To combine them together will spur on the development of regional economy.After defining point of economic growth and stating principles of choosing and developing the new point of economic growth, the dissertation will utilize factors analytic approach and SPASS software to deal with relevant datum, then will put in order according to the size of comprehensive appraisal value, and then will consider objective reality of Hebei, at last will choose the leading industries and the growth-poles. The ultimate aim is to bring forward several concrete suggestions to government of Hebei province.
