Project cost control occupies the most situation of project management and it goes through each tache of project implementation. However, In the recent years, the phenomena of "budgetary estimate over estimate, budget over budgetary estimate and final accounts over budget"is very popular. During the construction period, the proportion of cost saving may be small, but the waste is serious. The owner only emphasized the project quality and progress, not taking cost into consideration together. Since there is short of a whole set of cost control method and procedure, the payment term is regarded as the only way to manage costAiming at this problem, the dissertation brought forward a comprehensive tracking cost control method called"Active control, dynamic management"combining project quality, project progress and project cost together. The author discussed the subject from three angles, which are pre-project, in project and post-project Tn the pre-project, the dissertation adopted cost coding system to break down the construction cost into details and set up the cost control target by making expense budgetary plan. In the dissertation, the function and value analysis mode! has been used in the construction project;the key taches are site variations and counterclaim, which always arouse the entanglement between the owner and contractors. The dissertation summarized a standard flow chart for the owner to manage site variations and emphasized the preventing measures before the counterclaim occurred through analyzing the procedure, price and reasons of variations. The post-project control mainly related to the work amount calculation and payment terms. The owner should take the opportunity of each progress payment to inspect the performance of the contractors combining his work quality, schedule and cost together. As to the contract longer than one year, the dissertation suggested the owner adopt dynamic settlement method to adjust the price in order to guarantee the benefits of the owner and contractors. In the analysis of the relationship between cost and progress, the author used cost curve and equal value butt drawing in the dissertation to analyze the reason of the departure.The dissertation took the project international fortune center as example to illustrate the above theory used in each actual construction project The cost coding system has been applied in making the expense budgetary plan and the function and value analysis model has been used in the construction scheme choosing and optimization in the pre-project period. As to the site variation and counterclaim control, the dissertation took the successful case in the project international fortune center to illustrate the methods and procedures of resolving this kind of issue by the owner .As to the relationship between cost and progress, the author found the detail reasons for over budget through analyzing the expenses curve of the project intemational fortune center.At last, the dissertation summarized the project cost control theory and put forward some useful suggestions aiming at efficiently control the weakness founded in the project implementation period.
