A Study On The Public Role Of Basic Level Government In Local Sustainable Development

By application of sustainable development and public administration theory, this thesis has explored the role and the action of government at basic level in local sustainable development. With an eye to the efficient achievement of the goal at local sustainable development, by closely studying the town government in developed areas and its administrative behavior, this thesis has investigated what and how the basic level government should do with the local sustainable development in the aspects of the basic level government's pubic role positioning, transformation of the administrative function, regulation of behavioral pattern and the improvement of abilities in the promotion of local sustainable development, together with social integration and effective interaction as well as the effective approach to achieve the aim of sustainable development, through the theoretical research, field work as well as the analysis on the demonstration cases. The thesis has analyzed imbalance of the current development and the restriction the sustainable development confronted with in the terms of system, environment and resources, in intention of discussing the correct function and effective action of the basic level government in the sustainable development and public administration.The thesis has argued that basic level government plays a direct, irreplaceable and leading role in promoting the sustainable development regarding education, mobilization and response to the public. Because of the restriction of the government administration capability and the nation's GDP dependence caused by the misdirection of unilateral viewpoint on development, misleading of national economic accounting system and the achievement evaluation system of civil servant, a great amount of basic level government has long been of malposition, playing the role which is not exactly supposed to be, leading to both the decrease of its publicadministrative ability and the failure of social cooperation. Under this situation, basic level government has become the bottleneck of local sustainable development.The reform is being carried out in development and administration concept by our government. The call for scientific approach of development is the voluntary correction in the concept of development. The practice on the transformation of the government's function is the motivation of correcting the role of the government. As far as basic level government is concerned especially township government, the correct fulfillment of its function, effective public administration, the improvement on the sustainable development ability should be self regulated theoretically and practically. The basic level government should exert its function in accordance with the scientific approach of development through the improvement of programming system, successful social integration and cooperation and so on.
