Road system is the basic facilities in national economic construction and militarydefense construction. Road system project is one of the most important projects in theearlier stage of road construction. In china, although the speeding pace of roadconstruction lessen the limiting effect of traffic on economic construction, manyproblems still exist in road projects, especially in road system projects inmiddle-sized cities and small cities.As a middle-sized city with underdeveloped economy, Hengshui city is weak infundamental construction, and road construction has a long way to go. In the future 5to 10 years, the road system in Hengshui city will get further development andimprovement. In such case, to fully explore economic profit of the road system, andto avoid repetitive constructor, significance should be attached to project research.This paper penetrates into the existing problems in road system and, based on thepractical construction of road system in Hengshui, makes some discussions abouthow to make road system projects in middle-sized cities and small cities.Hengshui road system project combines the four-stage approach and the overallcontrolling approach. At first, future OD distribution is figured out based on the ODinvestigation of existing road system, and arrangement is made on the road system.Then initial traffic distribution is worked out. Through the analysis for the importanceof road system joints concerning the economic signals such as social economy,productive force distribution and national land project investigation, the road systemarrangement is checked and corrected Next, the relationships between the road systemconstruction projects are investigated. The sequence of the determined constructionprojects is arranged in the road system distribution scheme.
