Sugar and sugar industry play a particularly significant role in an economy. Sugar is a necessity of life and an important input in light industry, while sugar industry, which has been paid much more attention to and protected in most countries, is one of the most sensitive areas in world agricultural trade. China, an important participant in world sugar market, is not only a major producer and consumer but also a major net importer and the most potential country in sugar consumption. Moreover, in China, a prosperous sugar industry contributes a lot to the growth of economy and the stabilization of society. Presently, there are 35,000 workers in China sugar industry and the agricultural population involved in sugarcane and sugar beet production approximates to 40,000,000; besides, the primary sugar producers in china are mostly located in minority regions in Guangxi, Yunnan and Xinjiang Province, in some of which a majority of financial revenues derive from sugar processing and sugarcane or sugar beet production is the only approach for local rural people to cast off poverty and set out on a road to prosperity. So to improve the development of China sugar industry will have a great effect on the advance of economy in less-developed border areas. Since China's entry into WTO, sugar import has been organized under the framework of TRQ (Tariff Rate Quota) and thus trade barriers have dramatically decreased being lower than world average. That implies China will more and more directly face the world sugar market, which is characterized by fierce fluctuation, prevailing protection and unfair competition. And simultaneously domestic sugar industry, inferior to foreign counterparts in terms of both cost and quality of goods, will be greatly challenged. Therefore, it is especially necessary to understand and analyze the international circumstances around China sugar industry, and its history as well as problems, which will surely help realize our disadvantages, further improve the international competitiveness, and finally survive from and be promoted in the fierce global competition.This thesis respectively introduces the characteristics of the production, the consumption and the trade of world sugar as a whole and China sugar, studies trade barriers and related protective measures in international sugar market coupled with their impact on sugar prices and welfare, analyses issues on the competitiveness of China sugar export and the safety of import, and then put forward some suggestions.
