The international society ought to be viewed as complex interdependence under the anarchy, The independent decision-making of a nation cannot result in the optimal outcome expected by individuals. It is absolutely necessary to bring about an international institution, which is only effective under the precondition of national rationalism. a variety of obstacles to creating international institutions i.e. serious divergences. This thesis includes an analysis of the existing impeding factors and uses it to illustrate the foundation of an East Asia co-operation institution. The author of the thesis analyzes the relations between hegemony as a leading power and international institution, using the theory of international institution. This essay draws the conclusion that the monarchy does not play the same role on different institutions under the interdependence. And further discussions would be focused on the relations the monarchy has maintained with different international institutions in the current international system so that the conflict and cooperation in the international society can be better understood. With the heightened level of economic openness and interdependence in East Asia, countries in this area has joined the regional economic cooperation one after another. Achievements have been reached in terms of creation of economic cooperative institutions with the continuous consolidation of ASEAN and the 10+3 framework pushed forward as evidences, arousing attentions from the international community. Setting out from the theory of international institutions this paper intends to grope toward the creation and development of regional economic cooperative institutions and their leading forces and their destinations in East Asia.
